Council of Handicrafts Development Corporations (COHANDS) is an apex body of 29 State / Central Government Handicrafts Development Corporations, engaged in assisting grass root level organizations, NGO's, Self Help Groups and small entrepreneurs engaged in handicrafts for promotion of handicrafts.

  • The general superintendence , direction and control of the affairs of the Council and its income and property shall vest in Governing Body of the Council which shall be called the Executive Committee , hereinafter referred to as the "Committee"

  • The Executive Committee shall be constituted as under :-

    1. Development Commissioner ( Handicrafts ), Ministry of Textiles , Government of India, shall be Ex-Officio Vice Chairperson

    2. Additional Development Commissioner ( Handicrafts ), Ministry of Textiles , Government of India, shall be Ex-Officio Chairperson

    3. Eight members elected from amongst the Corporate and Institutional members of the Council for a period of 3 years each time in such a manner so that there are two elected representative from each of the North, East, West and South Zone.

    4. Three members being distinguished persons who have made significant contributions to the development and promotion of Handicrafts to be co-opted by Executive Committee for such period (s) not exceeding one year each time.

    5. Director of the Council shall be Ex-Officio nonvoting member secretary.



  • Provided that the total strength of the Executive Committee shall not exceed 14 and shall not be less than 5 at any time.

  • The elected members of the Committee may, from time to time, elect from among their number one Vice-Chairperson for a period not exceeding one year each time as they may decide.

  • Where a member of the Committee becomes such a member by the reason of the office he holds, his membership shall terminate when he ceases to hold that office.

  • A member of the Committee shall cease to be such a member, if he

    1. Dies
    2. Resigns his membership
    3. Becomes of unsound mind
    4. Becomes insolvent
    5. Is convicted of a criminal offence involving moral turpitude
    6. If except in the case of Director of the Council he accepts a full time appointment in the Council.
    7. Fails to attend three consecutive meetings of the Committee without the leave of the Committee.


  • A member of the Committee may resign his office by a letter addressed to the Chairperson.
